The problem
Elite research universities (Ivy+, MIT, Stanford, and peer institutions) operate under polycentric governance. Decision rights are distributed across autonomous schools, faculty governance carries institutional weight, and budgets are decentralized through revenue-responsibility models. In this environment, chief information officers carry enterprise-wide accountability for outcomes such as modernization, cybersecurity, financial efficiency, and transformation, while lacking direct authority over the academic units those outcomes depend on.
Some CIOs in these environments achieve durable transformation: high adoption across schools, protected innovation funding under financial pressure, and coordinated change despite structural autonomy. Others, working under comparable conditions, do not.
The literature on IT governance, higher education leadership, and organizational influence offers no empirically grounded framework explaining why. This research is being developed to address that gap.
Working questions
The proposed study is organized around five working questions. These formulations are being refined through faculty consultation and may evolve before formal proposal defense.

Approach
The research is being designed as a pragmatic mixed-methods study, combining structured interviews and data collection across roughly ten elite research universities with an embedded case study of one major transformation effort. The focus is on individual transformation initiatives examined both across institutions, to identify patterns, and within them, to understand how influence operates in practice.
Initiatives studied will be drawn from five categories common to elite research universities: enterprise administrative platforms (ERP, HRIS, finance), identity and cybersecurity modernization, data and AI platforms, shared-services transformation, and strategic digital-experience platforms. Limiting the study to these categories enables meaningful comparison across institutions while preserving methodological discipline.
Primary outcomes will combine financial attainment and adoption attainment into a composite metric, reported alongside a multidimensional dashboard of operational and governance markers. A detailed methodology document is available on request.

Current status ยท 2026
The research is in proposal development. Faculty consultation is underway at Penn GSE, and the conceptual framework, research questions, and methodology are being refined. The proposal will be submitted to the University of Pennsylvania Institutional Review Board for approval before any data collection, and formal recruitment of participants has not begun.
