Dennis Andrew Langlois, Jr.
Senior IT executive. Doctoral researcher.
I am the Senior Director of Information Technology at Facilities and Real Estate Services at the University of Pennsylvania, where I lead IT strategy and operations for an enterprise of roughly 1,500 staff across more than 185 buildings.
I am also a doctoral student in Higher Education at Penn’s Graduate School of Education. My research examines how chief information officers exert strategic influence in polycentric governance environments, the conditions I work in every day, in which accountability for enterprise outcomes is decoupled from formal authority over the units that produce them.
CIO Impact Lab is my independent research practice. While my doctoral coursework and dissertation research are conducted as part of my studies at Penn GSE, CIO Impact Lab itself is not affiliated with, sponsored by, or endorsed by the University of Pennsylvania.

Twenty years of IT leadership
My career has focused on IT leadership in higher education and mission-driven organizations. Before my current role at Penn, I served as Chief Information Officer at Princeton University Press, where I led global IT operations across the United States, the United Kingdom, and China. Earlier, I served as Chief Information Officer at The Savitz Organization.
